Last February INTERPOL and ECPACT published a report about the unidentified victims in child abuse material. Co-funded by the European Union, the study was carried out between 2016 and 2018. In the first part, an analysis of the information in the International Child Sexual Exploitation (ICSE) Database is presented. In the second part, challenges and recommendations towards a global indicator are presented, based on consultations with law enforcement personnel and experts.
